The expansion of the Dublin Bike's scheme is happening at a "snail's pace", according to the Chair of the Council's Transport Committee.
Work is about to begin on installing fifteen new stations, most of which will be dotted around the north inner city.
Areas including Grangegorman, Phibsborough and the North Circular Road in Drumcondra will benefit from the latest extension to the scheme.
On the south side of the Liffey, two new stations will be installed at Merrion Square South and at Wilton Terrace.
The fifteen additional stations have been described as "good news for Dublin", but a lack of funding means they have been a long time coming.
This is only phase two of a fourteen phase project, which was due to be completed two years ago.
Councillor Ciarán Cuffe, Chair of the Council's Transportation Committee, admitted that the roll out has "been going at a snail's pace since the scheme began almost 10 years ago".
He argued that "You need the money from central government to make it happen, and that is where there simply hasn't been enough cash to expand the scheme as quickly as we would like".
Last year, JustEat took over sponsorship of Dublin Bikes, but Councillor Cuffe has rejected suggestions the company should have been charged more fearing that "we'd scare them off".
"We don't make motorways happen that way, we shouldn't be doing it for bikes", he said.
"When it comes to sustainable travel we should be rolling out the red carpet for pedestrians and cyclists in this city and that is simply not happening at the rate we'd like".
Neasa Hourigan, Green Party Dáil candidate in Dublin Central said “Areas like Cabra and Drumcondra should not be waiting years for a scheme that has proved its worth and costs a fraction of the money it takes to maintain our motorway network."
She has called on the Transport Minister to "release funding of €30m per year so that all phases of the scheme can be rolled out over the next three years."
