Protesters have chained themselves to the railings of the Custom House where an emergency Housing Summit is about to take place.
The Minister is meeting with local authority chiefs to talk about what they're each going to do to tackle the homeless crisis.
He's being challenged by homeless campaigners.
Inner city councillor Christy Burke, who's locked himself to the building, says the time for talk is over.
"We are changed to the railings to make a very clear statement to the Minister and the Summit today. We want action not talks. We want the misery of the deaths in our city to end. We want the city councils to begin giving approval for the house building to start."
