Proposed laws, which would restrict the use of short term holiday letting sites like Airbnb for hosts, have passed through the Seanad.
A recent Daft.ie report showed there were more properties to rent to tourists in Dublin than there are for long-term tenants.
A bill brought forward by Labour's Senator Kevin Humphreys passed through the Seanad yesterday with cross party support.
It proposes banning the renting of homes for more than six weeks a year. Property owners would also have to register their home.
The aim is bring long-term rental homes back onto the market for ordinary Dubliners.
Senator Humphreys has told 98FM News he hopes rules will be in place by the end of the year.
