The TV licence fee should be replaced by a broadcasting charge collected by Revenue.
It's among the recommendations by the Oireachtas Communications committee which has been examining how to tackle licence fee evasion.
The new system would incorporate all households and not just those who own a TV. Other proposals include revising the amount of the fee and the way it's distributed.
Chairperson of the Oireachtas Communications Committee, Hildegarde Naughton, said cutting evasion rates could mean no increase of the fee.
"The reason we chose Revenue is that we'd be guaranteed it's a more efficient and reliable way of making sure every household pays".
The TV licence is currently set at €160 a year, and officials say the evasion rate is around 15%.
Last week communications Minister Denis Naughten said he wouldn't be introducing a laptop levy.
